Hello Brother Klink,
Generally you would want your members of your chapter other than your E-Board. This allows your chapter to recognize the opinion of newer and older members of the issue presented. In addition, it allows the E-board to remain objective. This is similar to the idea of someone being tried by a jury of their peers vs. the leaders of the organization.

Does the Standard and Ethnic board need to have 2 representatives from each grade? Could it just consist of members on E-Board?
